In a recent showdown, Elon Musk has cast a critical eye on South Africa's Black Economic Empowerment (BEE) laws, claiming they unjustly hinder his bid to launch the Starlink satellite internet service. His provocative remarks have stirred a whirlwind of backlash from various quarters.

During an interview at the Qatar Economic Forum on May 20, 2025, Musk made headlines when he asked,

"As a person born in South Africa, I cannot get a license to operate Starlink because I am not black. Does that seem right to you?"

Musk's Criticism of BEE Regulations

Musk has a history of taking aim at South Africa's economic policies, suggesting they are more discriminatory than the apartheid laws of the past. Now residing in the U.S., the billionaire entrepreneur has faced accusations of misrepresenting his home country.

In a post on X, Musk pointedly compared current legislation in South Africa to apartheid, arguing that there are more laws today that target white individuals. He asserted that race-based laws are unjust and should not exist.

The Starlink Dilemma

The controversy revolves around a directive from Minister of Communications Solly Malatsi, which many interpret as an attempt to circumvent BEE ownership requirements. Malatsi's instruction to the telecommunications regulator, ICASA, aims to ease equity rules for multinational companies like SpaceX.

Traditionally, ICASA mandates that 30% of any telecom license's equity must be held by historically disadvantaged groups. With SpaceX retaining 100% ownership of its subsidiaries, this poses a significant legal roadblock for Starlink's operations in South Africa.

Political Response and Public Sentiment

The African National Congress (ANC) did not hold back, criticizing Malatsi’s efforts. They asserted that he acted without the necessary legislative or moral authority to override democratic gains without the support of ICASA or his department.

Presidential spokesman Vincent Magwenya reiterated that while Starlink is welcome in South Africa, it must adhere to local laws. He emphasized that any attempts to bypass equity requirements would not be tolerated.

Public reaction has been mixed, with numerous voices challenging Musk's stance. Tweets have reflected this division:
